Xu Qing’s earlier assessment had been correct: these individuals were following him for the sake of gambling. Most of them had bet that Xu Qing wouldn’t last long, with the middle-aged jailer acting as the bookmaker. “Precisely. The Penal Bureau is divided into four zones: A, B, C, and D. Everything above the eighty-ninth floor belongs to District D. Below the eighty-ninth floor is District C.
