"I see," Nian Guanhe replied.

Suddenly, Meng Xianqiu, another of the Five Emperors' Inner Seats, laughed. "The funds in Yankang's national treasury also belong to the Heavenly Court," he declared. "How can Emperor Yanfeng take the Heavenly Court's money and freely distribute it to others? By law, he should be beheaded!"
